REIKI FEDERATION IRELAND
CONSTITUTION (2003)
Adopted at 1st Annual General Meeting held on 17th November 2003.
Amended at EGM 9th February 2008 and AGM 19th April 2008

Name:

1. The name of the Federation shall be Reiki Federation Ireland (hereinafter referred to as 'RFI') and it shall be comprised of its Members.

Mission statement:

2. RFI aims to foster and nurture the understanding and the practice of Reiki as a healing art.

Purpose:

3.   The purpose of RFI is to:-

  • represent a strong clear voice of Reiki in Ireland, encompassing all lineages and traditions.
  • provide guidelines and information for Practitioners/Masters/Teachers and the general public on professional standards and good practice in Reiki.
  • provide a register of recognised, qualified Practitioners and Masters/Teachers.

Aims and objectives:

4.   The aims and objectives of RFI shall include, but not be limited to:-

  • recognising Reiki as a non-diagnostic tool of healing and empowerment of mind, body and spirit;
  • recognising Reiki as an individual healing art in its own right;
  • publicising and promoting RFI to the wider community;
  • setting guidelines for the teaching and practice of Reiki and maintain professional standards in these areas. Reiki Level 1 Teaching Guidelines - Appendix 2, Reiki Level 11 Teaching Guidelines - Appendix 3. Reiki Level 3 Teaching Guidelines - Appendix 4.  Practitioners Module - Appendix 5.
  • liaising with Government bodies, complementary organisations and health bodies as required.

Code of Ethics:

5.

  • Members will endeavour to honour and uphold the Reiki Principles (appendix 1).
  • RFI embraces all lineages of Reiki.
  • RFI acknowledges the uniqueness of each Member.
  • Members are encouraged to take responsibility for their own healing and personal development.
  • Members are encouraged to improve their knowledge and professional skills on an ongoing basis.
  • Members shall practice at all times in a professional and ethical manner.
  • Confidentiality shall be respected while also complying with the law of the land.
  • Members shall practice only within the boundaries of their professional qualifications.
  • Members shall fully honour and comply with the requirement of the Data Protection Act.

Code of practice: 

6.  General

The central requirement of this Code of Practice is to ensure that all Members operate and be seen to operate to the very highest of standards of professional ethics.  Because of the sensitive nature of Reiki, specific guidelines are necessary and have been drawn up as follows:-

Minimum Members' Standards

  • RFI Members acknowledge and embrace the authenticity of all lineages of Reiki.
  • Members support the therapeutic effectiveness of Reiki as an individual therapy in its own right and complementary to other modalities.
  • Members shall be responsible for their own personal well-being.  In the event of their functioning being effected they shall withdraw from practice. 
  • The use of alcohol and/or mind altering substances is strictly forbidden when practising or teaching Reiki.
  • All RFI members shall strive to uphold the highest ethical professional standards in all dealings with the public, and seek at all times to empower their clients.
  • Members shall respect fellow Members and colleagues at all times.
  • Members shall not exercise prejudice concerning political, religious beliefs, race or sexual orientation.
  • Members shall treat all colleagues and clients equally, irrespective of marital statue, sex, race, colour, creed, sexual orientation, political preference, age, disability or religion.

Minimum Practitioners' Standards

  • In order to practice at a professional level all Practitioners must meet the minimum requirements of RFI as published from time to time and be suitably insured.
  • Practitioners shall explain fully the treatment process, refraining from diagnosing or promising cures.  Other therapies shall not be included without prior consent from the client.
  • In the event of the client's needs going beyond the Practitioner's expertise, it is recommended practice to refer them on to the relevant professional, medical or complimentary fields.  The client has the right to refuse treatment and disregard advice given.
  • Practitioners reserve the right, at their discretion, to refuse Reiki to members of the general public for reasons of personal safety, including the abuse of alcohol and mind altering substances.
  • It is a legal requirement that children up to the age of sixteen (16) years must be accompanied by a parent/guardian during the Reiki treatment.
  • Professional misconduct shall not be exercised in areas of finance, sexual, emotional, mental or spiritual exploitation.  Personal affairs of the client must not be interfered with; it is the client's prerogative to make his/her own decisions.
  • Practitioners must not countermand instructions or prescriptions given by the client's doctor.
  • RFI recognise that the market place for Practitioners can be highly competitive.  In this regard, the Practitioner undertakes to be open, truthful and honest in all his/her business dealings in connection with the practice of Reiki and undertake to compete in an ethical, honest and fair way.
  • Soliciting of clients, e.g. Members shall not attempt to entice a client to leave another qualified Practitioner to become his/her client and/or colleague.  Criticising and undermining fellow professional colleagues is unacceptable. 
  • With regard to hand positions while treating a client, it must be emphasised that the genital and breast areas are not physically touched and that the client remains clothed while receiving Reiki.

Practitioners' Premises

  • Practitioners' premises shall reflect a professional standard free from distractions, offering a warm, safe nurturing environment.
  • Premises must be clean, hygienic, adequately furnished, ventilated and heated when appropriate.  Toilet and hand washing facilities must be provided.
  • Practitioners shall ensure that their workplace is maintained in such a condition as to reflect credit to the profession and RFI.

Compliance with Laws

Members are required to comply with all relevant National, EU legislation
and Directives as applicable, including but not limited to local authority bye-laws.

Confidentiality

All Practitioners/Masters/Teachers shall maintain confidentiality in relation to their clients.  In particular, they shall not disclose details of their client's matters to third parties. Confidentiality shall be respected while also complying with the law of the land.  Members shall fully honour and comply with the requirement of the Data Protection Act.  

  
OBJECTS OF RFI CONSTITUTION

7.   The objects of RFI constitution shall be:
(i) To establish and maintain standards of ethics and practice relating to the conduct of Members, Practitioners, Masters/Teachers and their relationship with the public.
(ii)  To inform and protect:-

  • members of the public seeking and/or using Reiki from Members; and/or
  • Members of RFI.

  
MEMBERSHIP OF RFI

8. Application for membership of RFI shall be open to any person who is initiated into Reiki, in the presence of a Reiki Master/Teacher and is over the age of eighteen (18) years.Such Member shall agree to abide by the constitution of RFI,
including its appendices, by signing the declaration on the application for membership/renewal form and paying his/her subscription fee to RFI.  All applications for membership shall be submitted to the Committee for its approval.

9. Membership shall be deemed to include the Member, as declared on the membership application/renewal form. The Committee shall have the right to suspend or expel any Member where there is good and sufficient reason and/or is in the best interest of RFI.  In the event of a Member being in dispute with another Member or a member of the general public, the matter will be investigated by the Standards and Ethics Sub-Committee in accordance with the Disciplining Procedure set out in paragraph 37.  This Sub-Committee shall comprise of three Members, one from the elected Committee and two Members. 
 The Committee will appoint a bank of between five (5) and ten (10) non Committee members, to serve on this sub-committee, and when required the two members of the sub-committee will be drawn from this bank.  This selection will take place by random draw to avoid any later suggestion of unfair treatment.  The Committee member to attend will be agreed on by the Committee.  The Committee shall also appoint a sub-committee secretary on each occasion from the above mentioned bank.  Such person will take no part in any discussions and is expressly forbidden to offer any opinions to any of the parties present. All cases passed to the Standards and Ethics Sub-Committee for its consideration will be decided by a vote at the end of the hearing and each member will have one vote.  The agreed Chairperson, selected by the persons present, (excluding the Sub-Committee Secretary), will also have only one vote.  This Sub-Committee shall furnish its written report to the Committee, whose decision on the matter under review shall be final.  The Committee reserves the right at its sole discretion to expel this Member with immediate effect.  In such cases no monies shall be refunded to the Member.

10. Membership of RFI shall be deemed to commence on the date that the application is processed and be due for renewal one calendar year after this date.

11. The amount of the annual subscription to RFI shall be that which is agreed from year to year at the annual general meeting of RFI ('AGM').

  
COMMITTEE

12. RFI's affairs shall be under the control of the Committee, which shall be elected at the AGM for a minimum period of two years, and whose term of office shall commence at the close of that AGM and shall cease at the close of the AGM, two years hence.  Committee members shall be eligible to serve a maximum of four years and after a two year absence from the Committee shall be eligible for further re-election.  Committee Members cannot serve on a Committee of another Reiki Organisation.  Committee Members who miss three consecutive Committee meetings are automatically resigned unless a satisfactory explanation is forthcoming to the Committee.

13. (i)   The Committee shall be comprised of, but not limited to 7 (seven) members, and shall include a Chairperson, Vice-Chairperson, Hon. Secretary, Hon. Treasurer, Membership Secretary, PRO, Editor, Sub-Editor,  Assistant Hon. Secretary, Assistant Membership Secretary and non Designated Committee member(s).  Retiring Committee members may become ex-officio Committee members until the next alternate AGM.  Such members shall have no voting rights at Committee meetings; his/her role is advisory only. Ex-Officio Committee members are not obliged to attend Committee meetings and shall not be included in the required quorum for RFI Committee meetings.

  (ii)  In the event of an increased workload, the Committee shall, at its discretion appoint assistants to the above positions.

14. (i) In the event that any vacancy should occur on the Committee during the period between election and the next alternate AGM, then the Committee shall have the power to co-opt a successor pro term.

(ii)  In the event of a majority of the Committee resigning, then the Chairperson must convene an EGM in accordance with paragraph 28 of this Constitution.

15. The Committee shall be in sole control of RFI's administrative and financial affairs except that certain responsibilities may be delegated to individual members of the Committee from time to time in order that the day to day business of RFI may be efficiently conducted.  Neither the Committee as a whole or any of its members individually shall have the power to borrow or lend monies on behalf of RFI.  The signatories to all RFI bank accounts shall be the Chairperson, Vice-Chairperson, the Hon. Treasurer and the Hon. Secretary.  The signatures of any two of the aforementioned will suffice.  The payee of an RFI cheque shall not be a signatory of that cheque.

16. The Committee shall meet from time to time at the discretion of the Chairperson in consultation with the Hon. Secretary, in order to administer the affairs of RFI, but in any case not less than 4 times in any one period from AGM to AGM.  At least 7 days notice together with an agenda for such meetings must be sent to each Committee member.

17. At any Committee meeting a majority of the Committee members must be present to comprise a quorum.  In the event that a quorum is not present within a half an hour from the time appointed for a Committee meeting, the Committee meeting will stand adjourned to an agreed date.

18. At all Committee meetings of RFI the Hon. Secretary (or any temporary secretary, who might be appointed by the Committee) shall maintain a proper record of that meeting which shall be entered in a Minute Book or electronic storing system which shall be kept by the Hon. Secretary.

19. At all Committee meetings the Hon. Treasurer shall provide a statement of RFI's finances.

  
AGM

20. RFI shall convene an AGM, to be held not less than 11 months, or greater than 15 months after the last AGM.

21. The Hon. Secretary shall notify all members of the date, time and place of all AGM's at least 21 days prior to that meeting.  The notice must include an agenda for such meeting together with a copy of the audited accounts and a nomination paper, every alternate year. 

22. Nominations for Committee positions, every alternate year, must be received by the Hon. Secretary in writing at least 7 days prior to the meeting, and must have the consent of the nominees.  All such nominations, unless the nominee withdraws his/her name must be proposed, seconded and voted on at the meeting.  Said nominees must be initiated into Reiki and must have attended at least one AGM.  Nominees for all positions on the Committee, together with their nominators, must be fully paid up members of RFI.

23. The system of voting by secret ballot, for all elections, shall be the straight vote system.

24. RFI's financial year end shall be 31st December.  At each AGM the Hon. Treasurer shall submit a financial report and Income/Expenditure accounts, which shall be properly audited by a competent professionally recognised person or firm.
A copy of this account, along with a list of RFI assets shall be handed out to all members attending the AGM (if not previously sent with notice and agenda for AGM as per article 21) and shall be available after the AGM to all other members, on request.

25. All motions submitted for discussion at the AGM must be received by the Hon. Secretary, in writing at least 7 days prior to the meeting.

26. No proxy votes shall be allowed at any RFI Committee or General Meeting and if
a majority of Members present wish any question under discussion to be put to a vote by secret ballot that shall be done; otherwise the matter shall be decided by a show of hands.

27. At all AGMs the Chairperson or in his/her absence the Vice Chairperson shall preside, except that if neither is present then a Chairperson for that meeting shall be elected by the members present.

  
EGM

28. An Extraordinary General Meeting ('EGM') of RFI may be called by: 

(1)  The Committee if in its opinion circumstances warrant such action. 

  • An EGM must be called by the Hon. Secretary on receipt of a request, signed by no less than one eighth of the members eligible to vote at such EGM.  All signatories to the calling of an EGM must be paid up members.  An EGM must be convened within 21 days of receipt of such request and members must be notified at least 14 days before the meeting.  The notice to members must specify the place, time and purpose of such meeting and no other business shall be transacted at that meeting.

  
MISCELLANEOUS / GENERAL

29. The Committee shall have the power to appoint sub-committees when considered necessary to examine any matter.  Such sub-committees shall submit their report to the Committee.

30. All assets owned by RFI shall remain in RFI ownership and shall be reserved for the exclusive benefit of RFI.

31. In the event of RFI's affairs being wound up, for whatever reason, then all monies and /or assets belonging to RFI shall be disposed of as decided by the members at a general meeting.  A final statement of account must then be prepared in accordance with that decision and the statement distributed to all members.

32. At all meetings, the Chairperson, or in his/her absence The Vice Chairperson, for that meeting shall have the power to exercise a second (or casting) vote in the event of equality of votes.

33. No Committee Member shall receive any monies from the funds of the RFI except as agreed at the Committee meeting.

34. This Constitution may be amended from time to time by the majority resolution of the Members at an AGM or EGM.  All amendments and addenda to this Constitution will be sent out to members two months before the AGM or EGM.

35. The Committee shall not divulge the names, addresses, email numbers or phone numbers of RFI members or make any use thereof except for the correspondence of RFI.

36. To the maximum extent permitted by law, Members acknowledge and agree that RFI (which is a voluntary organisation and not for profit) does not accept any liability whatsoever for any losses, costs and/or expenses of any kind. In the event of RFI being joined in any legal action taken against any of its Members, the Member who the legal action is initiated against undertakes to indemnify and hold RFI harmless in respect of any such claim(s) arising.

  
DISCIPLINARY PROCEDURES

  • In the event of a complaint against any Member, the Standards and Ethics Sub-Committee shall meet to nominate one of its members to contact the Member that the complaint has been made against, either personally or in writing.  An attempt shall be made to clarify the particular matter.  In the event that the first attempt fails, a formal letter of warning setting out the complaint and inviting a response shall be sent to the Member.  The Standards and Ethics Sub-Committee shall hold a disciplinary hearing at its discretion attended by the Member that the complaint has been made against.  If the Member refuses to attend the hearing or respond, the Standards and Ethics Sub-Committee can make a recommendation to the Committee.  All parties will be provided with copies of all correspondence relevant to the dispute.  All parties will be present in the room to hear all the evidence.  All parties may call witnesses to support their case.  No witness shall be allowed in the room apart from the time he/she are giving evidence. The members of the Standards and Ethics sub-committee shall be eligible to claim travel and meal costs.  No expenses will be paid to any party to the dispute or their witnesses.

APPENDIXES:

Defenitions: Appendix (1)

In this Constitution the following words and expressions shall have the meanings set opposite them:-

'Committee' has the meaning given to it in paragraphs 12 and 13.

'Definition of Reiki' Reiki is an ancient non-intrusive complementary therapy.  A hands on healing energy technique, Reiki enhances the body's own innate natural ability to heal itself on all levels. Reiki complements conventional medicine.

RFI does not recognise any other therapy (e.g. Angel therapy, Crystal therapy) as part of the Reiki system of healing.  While these therapies are sometimes used in conjunction with Reiki, it is imperative that the client and Reiki students are informed of the clear distinction between Reiki and other healing modalities. Reiki is an individual healing art in its own right.

'Masters' means the names of Members who are recorded on the register referred to in paragraph 3 herein.

'Members' has the meaning given to it under paragraph 8 herein.

'Practitioner' means the names of Members who are recorded on the Practitioners' register referred to in paragraph 3 herein.

'Reiki Principles' means:-
For today only:
Do not anger
Do not worry
Be humble.
Be honest in your work
Be compassionate to yourself and others.

 'Teachers' means the names of Members who are recorded on the Teachers' Register referred to in paragraph 3 herein.

In this Constitution the singular shall include the plural and vice versa.

  • Explanation of the energetic systems of the body including the aura, chakras and endocrine system
  • Brief introduction to the various levels of Reiki
  • Teaching on the integration of Reiki energy and possible experiences following the Reiki One workshop
  • Teacher to emphasise the importance of using Reiki self healing every day
  • The ethical use of Reiki in the student's life is emphasised

  • Students in the practice of Reiki must refrain from diagnosing or promising cures
  • It is a legal requirement that children up to the age of  sixteen (16) years must be accompanied by a parent/guardian during the Reiki treatment
  • Information on additional Reiki training such as Reiki Practitioner Module and Reiki Master Teacher Module
  • Reiki Level 3 Certificate to be given on successful completion of the course. Information to be included on the certificate for Reiki Level 3 to read: Reiki Level 3. This certifies that (Name eg. Jane Doe) has received the necessary practice, theory and attunements to complete Reiki Level 3. Further training needed for Reiki Master Teacher Level

The complete module for Reiki Practitioner would include

  • Clinical Practice
  • Membership of Professional Body
  • Continued Professional Development
  • A minimum of 14 hours supervised training by a Reiki teacher is necessary for this module
  • Case Studies (minimum 16 hours hands-on healing plus 4 hours recording)
  • A minimum of two follow up meetings (minimum 2 hours) specific  to the Reiki Practitioner Module is necessary between 3 weeks and 6 months, to include questions and answers, opportunity for the group to share experiences, the giving  and receiving of Reiki
  • Course manual to be given
  • Reiki Practitioner Certificate to be given on successful completion of the course. Information on the Reiki Certificate for Reiki Practitioner Level to Read: This certifies that (Name: eg. Jane Doe) has received the necessary practice, theory and case studies to complete Reiki Practitioner Level.

This course certifies the student as a Reiki practitioner.

Section 1: Duty of Client Care

  • Greeting and briefing the client
  • Communication skills, client/practitioner interaction
  • Boundaries
  • Creating Client Consultation Forms
  • Review Client Consultation Forms
  • Client Record Keeping
  • Consent to treatment - (to include gaining consent from legal guardian, consent age 16)

  • Ensuring client's comfort - need to use supports, chest, head, knees etc.
  • After treatment feedback and assessment
  • Home care advice
  • Referral procedure - GP, Counsellor etc.
  • Explaining the Holistic  Approach
  • Basic understanding of other complementary therapies - as detailed on the FICTA website www.ficta.com
  • Client confidentiality. Confidentiality shall be respected while also complying with the law of the land
  • Developing trust
  • Health & Safety relative to client care (see Health & Safety module Section 10)

Section 2: Professional Conduct.

  • Code of Ethics and Conduct (see RFI Constitution)
  • Boundaries for the practitioner (see RFI Constitution)
  • Communication skills
  • Confidentiality
  • Working in harmony and respect with other  Complementary Therapists and other  Health Care Professionals (eg. Social Workers, Doctors, Palliative Care etc.)
  • Respect for self, client, other  Reiki practitioners, masters/teachers and Reiki
  • Hygiene - personal, premises, plinth, equipment
  • Professional appearance and conduct
  • Never physically touching the genital and breast area
  • The client remains clothed during treatment (see RFI Constitution)
  • Diagnosis - The Reiki practitioner must never diagnose
  • The Reiki practitioner must never promise cures

Section 3: Clinical Practice.

  • Inform client of treatment procedure
  • Client be informed of the cost and of the length of time of the Reiki treatment prior to the Reiki treatment
  • Course of treatments based on individual clients needs
  • Treatment considerations for babies, young children and elderly, pregnancy, serious illness
  • Considerations working within the health care setting (see Appendix 1)
  • Understanding of other holistic  therapies and how  they  work - as detailed on the FICTA website www.ficta.com
  • Referral procedure
  • Full treatments given by each student: observed, supervised and discussed
  • Introduction to Case Studies (see Case Studies Section 9)
  • In order to practise Reiki professionally, Reiki practitioners must have successfully completed all the Reiki Practitioners Modules
  • Non discrimination

  • Therapy room preparation to include: heating, lighting, atmosphere, security, free from outside disturbance that you can control, appropriate music, cleanliness
  • Possible reactions: people may experience an emotional release, detoxification symptoms, increased need for sleep, relaxation
  • Contraindications - The use of alcohol and/or mind altering substances is strictly forbidden when practising or teaching Reiki (see RFI Constitution)
  • Special Recommendations - Practitioners reserve the right, at their discretion, to refuse Reiki to members of the general public for reasons of personal safety, including the abuse of alcohol and mind altering substances (see RFI Constitution)
  • While Reiki is not contra-indicated to any medication we advise that clients' medication may need to be reassessed by their GP as Reiki can enhance the clients' rate of recovery
  • No other therapy may be practised  as part of the treatment without client consent

  • Recording client's feedback and experience , detailing how the client felt during and after the treatment

  • Overall conclusion of each case should be recorded
  • Reflective practice - students should reflect on their own professional practice and learning outcomes of each case study

APPENDIX (1) of Reiki Practitioner Module.
Guidelines for Reiki Practitioners Working in a Hospital Setting

This is a short guideline for Reiki practitioners working in a hospital setting to provide a Reiki treatment:

  • Remember you are a guest in the facility.
  • On arrival speak with the charge nurse on duty. Introduce yourself and state your purpose for being there.
  • Check with the charge nurse on duty that there are no procedures scheduled that would conflict with your client receiving a Reiki treatment.
  • Introduce yourself to your clients care nurse.
  • On arrival to your clients room introduce yourself (if you are unknown).
  • Allow any activities with the client to complete before you begin the Reiki treatment.
  • Provide Privacy.
  • Protect your client's confidentiality, especially if you are in a ward.
  • Always comply with the directions from medical and hospital staff.
  • Always remember that hospital activities and treatments for your client must come first as they are there for an acute process.
  • When you are finished thank the client and nurse on duty.

The above guidelines are based on the belief that this is a scheduled Reiki treatment and all necessary permissions from physicians and hospital have been obtained.
